There are separate jurisdictional software chipsets in every machine which is regulated, tagged, and sealed by your state or province, so that your government controls what options can be changed by the casino and when those options can be configured. Casinos need government regulators present to unseal logic boards before denominations, themes, or pay-tables can be modified to a selection within a pre-determined range.
