The sea of forgetfulness is referencing Micah 7:18-19 where the end of the verses says "You will cast all our sins into the depths of the sea." where You in that verse is talking about God. so what I took this to mean is that the sea of forgetfulness represents God "forgetting"/forgiving our sins. And I believe when he says he's drowning in it, he's talking about his struggle a guilt with his sin and his fear of his past transgressions. It's the beauty conviction and mercy :-).

I love this song. A few weeks ago me and my churches dance team did a praise dance to this song and at the end we were all crying because of the power of it.
