Because the mission "Last Requests" is the mission that unlocks Staunton Island - just complete the mission and the bridge will open for you and you won't need the tunnel.

Probably because you've already unlocked Staunton Island in a legitimate fashion by progressing through the story which blocks the tunnel until you advance far enough through the missions to unlock it. At least I think this is why the tunnel should be blocked for you.

the dodo i think is hard to control. i think its stupid to have a package on a bridge that nobody can get to until shoreside is unlocked.
