It doesnt really have to do with reboot.:) Indian wedding use a white mare during the wedding procession with the Groom sitting on the mare. The grooms friends and family keep dancing in front of the horse. So the saying goes that a wedding mare does not move till you dance in front of her. The analogy is used here to show that you can win a professional race with a wedding mare, as that is just not the right standard for that race. Just like using pirated software in business.
