warchild1976 im looking into it at the moment for the same reasons, all i know so far about regulations for living in them is: you need a 'safety compliance certificate' for the barge like an MOT for a car, a 'waterways licence' like road tax and a 'mooring' which you can buy or rent, costs depend on where you live. i don't know if this is true but ive herd that your only allowed to live in them for 8 months a year, something to do with tax :s

Shouldn't assume irratic steering is due to the steerer. Not all boats go in a straight line, mine pulls to one side or the other depending on speed, weight distribution, wind, etc. It also leans to one side too - always has since new!

At the time I was going to go left into the lock and leave the lock open, but a crew member on the bank said they were going into the moorings and he cut across, so I just waited and then went into the vacated lock
