PC Problems - Power Supply or motherboard?

I am looking for help with an annoying PC problem. My PSU test results are:

Purple: 5.02v
Green: 5.00v**
Grey: 5.10v on power on
Red: 5.10v on power on
Orange: 3.38v on power on*
Yellow: 11.74v

*This is the anomaly I can see. It is too low. What would this low voltage cause?
** Is Green too high?

Orange is 0.07v when no power is connected (?) and 0.19v when off but power connected.

I also measured the V on the power switch jumper. This read 0.93v. Is this too low?

I measured the current by removing the AC cord, disconnect the power connectors and attaching the meter leads to green and black. After reconnecting the AC cord the reading was 0.14.

So motherboard problem or PSU? Any ideas please message me! :)

    There are actually two ways to do it... The first way is to remove the CMOS battery for a period of 10 minutes and then place it back in... The BEST way however is to locate the jumper pin that is usually near the CMOS battery..It is usually labeled JBAT1 or something of that nature... Find the jumper and move it from pins 1 and 2 to 2 and 3..leave it there for 5 seconds and then back to pins 1 and 2... make sure your power supply is either off or unplugged when doing this.

  • THIS TYPE OF PROBLEM IS EITHER LOAD TRANSISTORS CAN

    NOT PRODUCE ENOUGH CURRENT FOR THE START UP

    DRAW TO THE CPU, TO THINGS NEED TO BE TESTED POWER

    SUPPLY WITH A LOAD ON IT AT THE SAME TIME LOOK AT THE VOLTAGES

    OR THE CPU IS DRAGGING TO MUCH CURRENT AT START UP, AND TO

    YOUR QUESTION HAVE WE SEEN THAT EXACT SYMPTOM, YES VERY COMMON.

  • if the mother board does not respond after moving the jumper to reset the cmos, most likely it is going to be a power supply..

  • @2012XF3 maybe they can help other people!

  •  First place to start is by replacing your CMOS battery...

  • try to pull out the power from some unnecessary parts...the cd room mabye. if that works and it starts, you need a bigger power supply. note i'm not a pc expert.. but that fixed mine pc

  • dont place it on the rug,buy an anti static mat btw.
