An interesting question. My understanding is in Japan, its a smaller market, and there is a lot of competition for anime and manga and game products, so I would think its cheaper to buy a license to make toys from a new show. So if its cheaper to buy the license (permission) to make toys from a new show, a company might risk making some in a limited run fairly quickly.
