She has to remind people that her grandfather wanted to say, "The military, industrial, "Congressional" complex.
He removed "Congressional" from his "Goodbye Speech" because he did not want to leave office with enemies.
This came out of her mouth not mine.
Write to her and ask her. It is common knowledge for those that have had an opportunity to come across her many interviews.
