Season 8 of JAG - Meltdown was one of the NCIS pilot episodes aired on JAG and pre-dates season 1 of NCIS by several months.

I'm glad Blackadder was gone before season 1 started.  She was not right for show.

Yes, she was on the team before Caitlyn. Presumably, for a period of time, Team Gibbs did not have any other team member until "Yankee White." In S1's "High Seas," we find out that there was yet another team member before Tony: Stan Burley, who was on Gibbs' team for five years.
