Go online and purchase cheap silk flower petals and add that beneath the candles. If you want you can add small vases or glasses wrapped with a bow and float a single flower in them and add them to the sides of the candles at various lengths. Gorgeous romantic and elegant. You can't go wrong with candles and they are cheap.

If you want an elegant cheap wedding idea, use long tables instead of round and use candles of various heights down the center. You can get them cheap on ebay in large quantities.
