Although technically, you can do both without actual punishment, as long as you instil a strong enough fear of punishment -- it works better with humans, but "you're going to regret it if I have to come get you" can sometimes work on dogs too.

Biggest Welfare recipients are corporations and politicians. Democrats at least want to work and solve problems, unfortunately Repubs/Tea/Libertarian are ANTI-Govt. How can an ANTI-gOVT solve broken Govt?

Poor & Middle fight wars, wealthy do not & now do not pay for them either.

The $250K+ tax @ 4% would cost $350K earner 2 hrs per month, same with $500K earner. INfact a Billionaire would pay 3.33 hours per month.

Yet they are so cheap and we fight their wars & they pay no taxes.

Math: $350K - $250K= $100K @ 4% = $4K : $4K / $175/hr = 26 hrs or 2.1 hrs per month
