There are more videos of Ten-Twenty TV broadcasts out there, a friend of mine has some (some of which again have Irving Crane in them), so even without a rule book it would probably be possible to piece the rules together - but the important thing to understand is the choice between the three options "Whispering" Joe Wilson explains along the way: Safety, Scratch and Shoot-Out. The player needs to call his option, and cannot use the first two subsequently without the point penalty going up.
I hate to say this but this looks fixed. Why does Moore take 3 scratches when he is way ahead with time running out? He had a pretty easy safe. Plus, he waits until time is almost out than hangs up the last ball for Crane to pocket and win. I think he let Crane win. Probably TV wanted it that way plus the outcome was more exciting.
