so they can pay for all the equipment and guns (sedative, poison, sniper, smg, pistol...) but they can't just let me start off with 2 bombs and a detonator?

LOL, never use a sniper rifle and the bomb in a same level. I did it in this level and got professional rank (not silent assasin). Plus I killed NO one else in the process, no witness and no blown covers. Still fun though.
