I said 25p a can as an average of those cheap value cans.

The minimum I have seen from a large supermarket is 22p a can, which is only 2p a can off what was quoted.

The quote also uses the word 'perhaps' - suggesting a degree of uncertainty.

As well as this, when we use language we tend to round up/down.

E.g. we commonly read the time of 12:16 as quarter past 12.

now that's strange, cause I could've sworn bigger populations were supposed to mean more prosperous economies? (hence why the conservatives always dismiss overpopulation as a threat and instead push for more birth control restrictions and more population growth seeing it beneficial for capitalism)
