I would say the guy who wanted to overtake (forgot his name). He never had room to make the passing. Yet, it's a normal race incident.

I would say the red white cart had chance to overtake actually because when the left turn ended, he already over the yellow red cart, so the yellow red cart should slow down because on the coming right turn he will be behind the red white cart. just my opinion.

Yeah, but actually the red/yellow car wanted to overtake, I guess. He never had the chance to do this. If the red/white car wanted to overtake, he should had leave more room to his opponent, as should the red/yellow. Therefore, it's a race incident, happens a lot in Formula Motorsports.
