Berle certainly brought the material, but there wasn't much "record time" about it. Uncle Miltie and others had done it for years in vaudeville and burlesque. Somewhere on here, there's a clip from the Hollywood Palace show from the '60s with Berle doing the routine and Henny Youngman as the heckler. (Statler & Waldorf are funnier than Henny, btw)

I'm guessing Berle wrote the whole skit, or did so with the writers in record time. Either way, this is probably as close to Jeff Dunham's style of having his own lines insult him from puppets as we'll see from one of the old-guard comedians.
