That's Pocket D. You get there from Kings Row, Talos, Faultline, or Founders Falls heroside, or Port Oakes, St. Martial, and one other place villainside, I forget which. If you have the Good vs Evil edition of CoH, you get the Pocket D VIP Pass teleporter and can bampf straight there. :)

Hold the page up key and hold right click, now you can swing around and use scroll to zoom like normal

to exit camera view scroll in or hit page down
