According to the Final Fantasy IX Ultimania Omega timeline (which I believe was either written or at least published by Square), Vivi is 6 months old (chronologically), but physically, he's 9. Not that it really matters, but I'm 99% sure he is not actually 9 years old. In the game, the black mages have not been around for 9 years prior to the game's start; if I remember correctly, they only came into existence after Kuja influenced Brahne shortly before the game begins.

@HelaDuSaadOuii No, he's 9 years old. He was manufactured 9 years previous to the events in Final Fantasy IX.

@Pyreo Although he does appear to be 9, i believe he is indeed 6 months..... according to the timeline he was made the same year as the start of FF9, which was 1799, which makes sense because the production of black mages in the game seems recent within the game....

@Ord0AbCha0 No, he's 9. Says so in the manual. For one thing, when Vivi was six months old he still lived with Quan. Since then Quan had to die and Vivi make his way around the continent.
6 months is not enough time to produce an entire army, not to mention time was needed for the next series to come to their senses and build an entire town.
Since Vivi dies by the end, and he had a longer lifespan than the next model mages, it's clear he was at least older than 1 year. So why doubt the manual.
