This is not a government problem. This is a massive social and cultural problem to do with the Black community and the welfare reliant community.
I put it down to parenting, education and basic social manners. Welfare reliant and Black parenting is notroriously bad, with very few positive role models in their kids lives. Education is not valued properly, and these parents focus too much on blaming others, than helping themselves. The dress, the talk, the music, they don't help things either.
