It's not a glitch. It's an issue with the hitbox size and shape of the fireball. It's easy to fix this issue with CaveEditor.
Actually, if you time the jump, turning, and firing just right, the fireball will not only clip into a solid tile, but it will get sent flying at maximum speed (you won't see it anymore, but you will see a bunch of trail particles going off screen in a straight line)

Actually, the fireball has a little 'aura' around it that can do slight damage to enemies when the attack comes close. But good find on the fireball clinging onto the ceiling :P

yes I was lol, I just see the comment I posted so much, i thought id try it out, didnt mean anything.
It's the Cave Story engine; I modded it with Sue's Workshop. I happened to notice this while testing the mod and decided to just add an extra bit to the map to demonstrate.
The new graphics I made in Photoshop.
