Not entirely. The audio was taken from his speech about "Prolonged Detention", in which he did state that he took the oath to preserve the Constitution. The whole idea of prolonged detention is entirely unconstitutional, so I thought I'd decode his neuro-linguistic programming and put his statements in the right order to demonstrate what he was really saying.
