David Paul says prison and the war on drugs don't work citing his experience with infamous mass murder Richard Speck and how he was treated like a celebrity and sentenced to a paradise of all the boozes, drugs and prison sex he could handle. In his three minutes to speak Mr. Paul also cites the futility of the war on drugs and society's foolishness not to defund these gangs that live off the sale of illegal drugs. He cites the stance of L.E.A.P. Law Enforcement Against Prohibition, and how it usually takes the Judges and prosecutors and narcotics officers to be retired before they can speak out.
