@AHMEDtheCOOL1 is your account admin or is it someone eles's account? if its not,go CMD and type control userpasswords2 then you'll see a window then click your account and make it Admin!!!

@iRM0dZ you'll want to type, net user on the CMD to verify who's the admin then if you know that guy's login account(start screen) passcode then if its ur bro,you can ask him or you could just type (after doing the previous step) net user administrator without the * and you'll get to see the date the guy changed,the passcode,andevery information about it.
