The Chinese at the beginning is nonsense. The second character doesn't exist, but is similar to "lu" - sleeves. What is "protect sleeves"?

It was from a photograph of a sign on the Pauline bookstore in Taiwan. Perhaps, not knowing Chinese, I cut off a portion of the word or message.
