The biggest scare here is not the explosive going off. As its set to explode on impact, with a distance fuse.
The biggest fear is that its main rocket will kick in and start flying about. Then explode.

Most of these types of rockets has a fuse that doesnt arm the rocket before a certain distance. So if you fire one in to the ground infront of you it shouldnt blow. However if a system malfunctions nobody wants to be near regardles of safety measures.
