In 2009 - 2010 hands down Pacquaio was the best. 2011 was not a good year for him. Manny people have dropped him to number 2 pvp. When Ali was out for 3 years he was still recognized as the champ cause he never lost. I always seen Floyd as number 1 pvp until he loses. I feel its a tie. Manny is 1b and Floyd is 1a

@Meg62685 Hey, we definitely know Pacman will have a hard time fighting counter punchers like Mayweather, but THE BIG QUESTION IS WHY IS MAYWEATHER KEEP ON GIVING REASONS NOT TO FIGHT PACMAN. Mayweather is a smart guy and he only fights boxers he can surely beat. Everybody has their own opinion, try to respect it. Lastly, don't judge Filipinos.
