If both questions would be answered with "yes" (which I don't know), there would still not be enough reason to start racist theories. The circumstances leading to such statistics can be too complicated to conclude on racial differences in behaviour or even worth. Sometimes it's neccessary to search errors by yourself. What I cannot see in your comments is, wether you are for or against racism.

You need to learn the definition of racism, which is to believe a race is inferior/superior to another.
By your books would it be racist to say that most crime is committed by blacks? seeing as the statistics say it is?

every statement that implies a generalization of particular ethnic features for a group of people is racist. but excusing oneself with "they do the same" is not a long-living strategy.
