Yes, it is... and it is one of the rare moments in the movie when we see what Margaret Mitchell made so clear in the book: that Scarlett is determined and stubborn and perceived as bitch... but she is also a frightened, vulnerable girl of (in this scene) 19 facing struggles and enduring traumas we could never dream of! It also reveals that her true love is neither Ashley nor Rhett... but home... Tara.
