first of all, this wasn't my dog(s) or my house. and yes, someone should call the rspca. These dogs were both perfectly fine with everything that was going on. When we would stop, the poodle would come sit next to us and put his face and bone on our leg because he wanted us to keep playing with him. People need to lighten up, this is harmless and funny.
