You're forgetting that the original cartoon was also "brightly coloured".
This looks to be a supremely faithful adaptation by two guys who probably love the series more than most self-proclaimed 'Speed Racer' fans.
Just because they've updated and added more versions of the Mach 5, that doesn't instantly make the film bad. Plus the Wachowskis aren't "Hollywood". They already showed with 'The Matrix Trilogy' that they're willing to take risks for their art.
