Get the heat-harvesting system intergrated into the Tokamak design. It will need a stagered heat transfer interface, with several heat exchange steps between the Tokamak Heat-Exchange Surface and the boiler-turbine interface.

@sunNbass Helium 3 is commonly used in Neutron Detection, and when the reaction is taking place in the reactor, neutrons will be produced. Wikipedia "neutron detection", they have a decent article on it (Gas Proportional Detector section in the article).
