The man's name is Frankie Shum. He is a real-life, handicapped martial arts star of Asian cinema. He made a handful of films, then just dropped out of sight. I think he's absolutely amazing.
This clip comes from the public domain film, "The Crippled Masters" (1979). It is not, I repeat NOT, made as an insult to handicapped people. Instead, it features two real-life handicapped martial artists (the other is legless Jackie Conn) who team up to battle an evil gangster. This movie proves, without a doubt, that you can have very severe handicaps and still be extremely useful. It is a must-see for anyone who loves action films, even if you think you don't like foreign films. The martial arts stuntwork is incredible!
