This usually happens when the cat got separated from its mother too early. I have one doing the same thing too. She probably wanted some milk there.

i have seen a cat go to her bed and do what this cat is doing with her paws....not to suck about the sucking....maybe she just likes how your clothes taste, or maybe you did some cooking and it spilt on your clothes and she is sucking on the residue....
