I wouldn't put pine needles into any mulch unless the plant(s) being grown like a highly acidic environment. Not all plants like mulch either. Tomatoes, for example, are susceptible to getting fungus on their roots.

as I understand, the EPA has just about made it mandatory that vegetable inks are used now days for the "ink" in newspapers

Newspaper may not be the best thing to use because the ink can be toxic.
