The World Bank - Communities make decisions that bring water, improve roads and deliver other benefits.

The water project in Carice is one example of how communities in Haiti are deciding their own priorities. Other communities have chosen different activities, ranging from soil conservation to building a fruit processing center, buying a plough, or building a community school.

World Bank is nothing but another agent  that functions to keep countries like Ayiti in a cycle of debt and consequent impoverishment and underdevelopment. For instance, loans are approved only after Ayiti agrees to not invest in areas that can gradually raise it out of abject poverty, things like education and roads.

While these micro-grants provide some choice and project empowerment for communities on a very small scale, the World Bank creates conditionality on a much larger scale that screws Haiti over and makes sure they will never be able to provide for themselves and be truly independent.

THere can be many answers to that. The US makes more money when Haiti is poor. Haiti is 3rd country in the world of US imports. Because Haiti doesn't produce it's own food, they BUY everything. US makes money. THe rich in Haiti can fly to the States buy cheap products and go make a fortune in Haiti. Haitians serve as cheap labor for Hanes factories in Haiti.
