Well, I was now also interested in seeing the results again. First a big mistake by me:
the US version was already released on 26. 08. 2003 and the ruby cup championship began exactly one month later. And there was actually one US player that placed several times in the top 3: JKT, the former F-Zero X worldchamp. But besides him, the only other non-japanese player was the mentioned Mengsk on GPI.
And one thing I maybe have to mention: these push button codes allowed sub 1:20 times, but only...
...some kind of certificate, an autograph of one of the developers and a fzgx mousepad as a reward (and his memory card of course). Nothing too spectacular, but better than nothing.
That's like all I know about the championship.
Btw. I made a mistake in one of my comments: GPI is an emerald cup track, not a sapphire cup track. So it might even be possible that the US players also could only join the emerald rankings, as the game wasn't released earlier in the US. I should do a research on this^^
...send mails to Nintendo of Japan and told them about this problem. The result was, that these japanese players were allowed to send their times (like 23 seconds on BBO or LHP) via mail to Nintendo and these times counted. All other players from the US or Europe couldn't do this.
So at the end there were again mostly just japanese players in the top 3.
I'm not sure anymore, but I think the US player once said he had to send his MemoryCard to Nintendo to verify his ghost/time. And he got some...
Then when FZGX was released in Europe, the third cup (is it emerald cup?) had to be played for the championship. That's when I was able to take part.
The problem: with flying it was possible to totally destroy the game. So times sub 1:20 were possible, but didn't give you a push button code for the rankings. So the best possible time in the rankings was exactly 1:20:000 !!! (a few people, including me, got that time)

I think a player called "Mengsk" from the US got a top 3 place on Green Plant Intersection, but most other top 3 places where from japanese players. Flying was discovered at that point, but...
it's still cheating because it's not completing the race properly. hell, most GX records seem to be made by screwing with physics glitches like that one rather than playing the game as intended.
