The world bank development report is to simplistic, although they highlight key areas that city and national governace can improve, in trying to meet the 3D's. This approach is to simplistic and focuses on economics. The world bank dismisses any connection so social and environmental causes and states that it is a purely economic cause. A grass routes persepective is needed to understand development within cities and agricutlral regions rather than this top down appoach.

This video highlights probably the most important point, dont try and shape the market, let people migrate to places, let economic grwoth occur unevenly, but accomodate the movement of people with infrasturcture as at the end of the day there will be convergence.
