Tipper, aka Dave Tipper, is a British electronic musician whose talents range from breakbeat to dark ambient to triphop. He's pretty awesome, and I highly recommend his album Surrounded, which this song is from.
This song in particular is a big influence on me, it feels like it evokes a sense of a sudden emptiness, where once there were people and now, all of a sudden, there aren't. A lot of cities' downtown areas are like this at night, where the whole place turns into a ghost town as the white collar workers, who all live 10 miles down the highway, flee the place at nightfall, yet there's always going to be stuff that keeps going on and on, like public transportation or corner shops.
