I think the situation was, Don Bluth and the other writers had Charlie and Ann-Marie in this desperate situation with an alligator. They couldn't come up with a plausible way to get them out of it, SO they just transitioned to an over the top, random musical number.
Thus, we are given the BIG-LIPPED ALLIGATOR MOMENT!
Still, it's pretty entertaining. :)
