When Putin came to power Russians were unsure of wages, pensions and basic services. Nost wealthy people didn't pay their taxes. Putin changed all this and made life for the avaerage Russian much, much better.
The finer points of democracy can come later. Its more important that people have the basics of life.
As for the Oligarchs...they were no longer content to milk Russia, they wanted to butcher her.
