Yes that´s in the 2nd area, its in the southwest i think. U must drive on the roofs and make a jump to reach that. When u found the tank just look a bit north then u see a ramp. Just follow the way up north and u will see where u can drive up to the roof. I don´t remember exactly but i think there was a railway.

There is also an High building, and north of it a small square is attached to it...

On top of the square is a tank and I never was able to get in the tank. Very frustrating.

Im sorry i don´t know excactly where the building is . It is in level 2, Neutral
