READ BEFORE ASKING QUESTIONS:
This is simply called a Rubik's clock. the only place to get a clock is on ebay. clocks are usually about $25-30USD plus shipping.
i mostly use stefan pochmann's method. i might have freestyled the edges on a few of these solves. the method can be found on stefan's rubik's clock page: http://www.stefan-pochmann.de/spocc/speedsolving/clock/
