that is called pacing, it is the officer's job to keep all of the lanes of travel moving at the same reduced speed. It appears as though there is an oversize load or some such obstruction in front of his cruiser. It is common practice for police departments to perform such pacing activities following the closure of a roadway for the passage of an oversize load or motorcade.
