Because marketing dollars go straight into game development, and because Nintendo has such an incredible shortage of money.
I swear you Fatal Frame fans are some of the most butthurt fans out there. Nintendo has given us Rhythm Heaven, Starfy, Ouendan, and most all other notable foreign games they've created, but since they skipped on Fatal Frame and Tingle you will apparently never be happy.
