Many cities DO have derby (often called "brats" leagues) for younger skaters. I know at least 3 cites that have brats leagues that tend to go from approx 8 - 16 ish in age range: Rat City, Tuscon, & Texas Rollergirls (Austin). There are probably more, but those are the 3 that I know of.
