Voices of Reform Rural Transformation at West Carter Middle School

West Carter Middle School serves fewer than 500 students in the small town of Olive Hill in the rural Appalachian region of Kentucky. Between 2000-2004, the school faced persistent low achievement in math and reading proficiency. A transformation was needed and in 2005 a new principal was hired bringing about an increase in collaboration among staff. Double lessons of math and reading were added to the daily class schedule. The percentage of students testing proficient and advanced in math has increased 50 points since the new principal was hired in 2005. Today, West Carter now ranks among the top 15% of middle schools in Kentucky and in 2010, was honored as a "School to Watch" by the Kentucky Forum to Accelerate Middle Grades Reform.
