The relationship could have been better if it was not for the elitist demeanor of the Russians. Most Indians know about Russia India relations but the same cannot be said about the Russian populace. The relation is purely strategic, there are no cultural and people to people ties. This is very bad.
Russians is professional and to the point but cultural relations don't work like that.
