they*re laughing because it is tradtition that the conductor makes a New Year Greeting to the audience. And he made it look like that he had forgotten it. ;)

they were. i think because the conducter started conducting, and nobody of the musicians started playing...maybe. but i'm just guessing ;)
love the new year's concert! i'm from germany, and vienna isn't far.
