The Glass effect its not optional . Its greyed out wtf

IM GOING CRAZY HERE I JUST DID THIS YESTERDAY and i tried to do it again today and after i do the step for the cloud filter when i go to the glass filter i can select it because its greyed out
why!?

Works for earrings and photos too. Just cut out the earring first. Heres a link to a tut for cutting out - photoshopcafe dot com /tutorials/cutout/cutout.htm

I stopped doing the click and the resolution is 800 x 600 (looks a lot less on youtube)
