Yes and no. It's oil. I know penzoil and gastrol both make a version. It's patroleum based and like erezamn1 said you absolutely do not use is after bud break. If you get it on buds about to break or just broken it will either kill or deform the growth. In other words Dormant. It is the same idea as using insect soap. You are smothering the buggers.

Dormant oil you use in order to enhance bud breaking in deciduous fruit trees like apple and peach. You apply it in the dormant season not in full foliage
